In March 2021, The State Council approved the administrative adjustment of Hangzhou. The establishment of new Yuhang District deepens space reconstruction, increases the momentum of resources adjustment and accelerates development. Focusing on high-quality sustainable and rapid development, the district takes digitalization, top level, internationalization, integration and high quality as the path to build itself into a world-orienting, future-guiding, nation-serving and province-brightening model district, a source of future science and technology, and a pioneer of future industries.

During the 14th Five-year Plan period, the district will focus on key industries to build itself into a global digital economy innovation highland, a global biomedical R&D highland, a global future industry development highland and a global innovation R&D headquarters base.

1. Create a global innovation hub for the digital economy. Five key industries will be developed, including the new-generation artificial intelligence industry, integrated circuit industry, new-generation communication technology and intelligent terminal industry, key basic software industry and network security industry. The district will further implement version 2.0 of "Project 1" of digital economy to promote the integrated development of digital industrialization and industrial digitalization, fully support digital leading enterprises such as Alibaba and Zhong dian hai kang Co., Ltd. to optimize their industrial ecology, encourage enterprises for “listing, Cloudification and scale expansion”, and build the core area of the National new-generation artificial intelligence innovation and development pilot zone.

2. Build a global biomedical research and development highland. In line with the new trend of the integration of biotechnology and digital technology, the district focuses on the development of three major biomedical industry directions, including innovative drug research and development, advanced medical equipment and instrument manufacturing, and medical and health services. Relying on innovative platforms such as Liangzhu Laboratory, Digital·Health Town, Health Valley, and International Life and Health Town, and public service platforms such as the National Clinical Medical Center, the headquarters of the First Hospital of Zhejiang University, the public service platform for the evaluation of the medicinal properties of innovative drugs, Zhejiang Institute of Medical Device Testing, Zhejiang Medical Device Evaluation Center, Yuhang vigorously attracts a number of biomedical leading enterprise R&D headquarters projects.

3. Build a global future industrial development highland. In line with the development trend of cutting-edge technologies, the district will vigorously develop future industries dominated by leading and disruptive innovation, including blockchain, AI+ life and health, quantum information, future networks, brain-inspired computing and green and low-carbon industries, and foster a number of "new star" industrial clusters to become the pilot areas of future industries. By 2025, one or two internationally competitive block chain "famous enterprises" will be introduced to incubate block chain start-ups and unicorn enterprises, and Yuhang will be a national block chain industry development cluster district to seize the commanding heights of scientific and technological development.

4. Build the headquarters for innovation and R&D of global technology enterprises and top talents. Taking Alibaba Global headquarters, headquarters of Zhong dian hai kang Co., Ltd., and vivo global AI headquarters, OPPO global headquarters in research and development of mobile terminals, Byte Dance Hangzhou (Yuhang) R&D Center as the benchmark, the Yuhang District plays a role as a talents platform and a investment promotion center at key cities at home and abroad, to attract a large number of scientific and technological enterprise R&D project and top talent entrepreneurial innovation team. Yuhang will take the lead in making breakthroughs in core technologies in key areas, and strive to produce a number of world-class scientific and technological achievements.

5. Vigorously promote the development of smart equipment industry. The district comprehensively promotes the "new manufacturing plan" to focus on intelligent manufacturing equipment, aerospace equipment, energy conservation, environmental protection, new energy equipment and other industries, strengthens the 5G technology, the Internet of things, such as artificial intelligence a new generation of information technology integration application based on full set production line, high-end products, intelligent production as the development direction, deepens the fusion of digital technology such as image processing, speech recognition applications. Yuhang will vigorously develop new integrated and intelligent equipment, and develop a number of major first sets of technological equipment. The district innovates product forms, enrich application scenarios, extends the chain to develop "equipment + service" and develops service-oriented manufacturing, in order to enhance product competitiveness.
